Cctv news(Reporter Xu Hui) On May 26th, the high-end dialogue on "Big Data and Global Poverty Reduction" of the 2019 Digital Expo was held in Guiyang, Guizhou Province. Participants shared their experiences in poverty reduction and actively made suggestions to help global poverty reduction.
The high-end dialogue was co-sponsored by the Organizing Committee of 2019 China International Big Data Industry Expo and Moroccan Digital Development Agency, and was hosted by Guizhou Poverty Alleviation Office, Guizhou Provincial Department of Commerce, Guizhou Foreign Affairs Office, Guizhou Provincial Big Data Bureau, Guiyang Municipal People’s Government and china network television.

Chen Yiqin, deputy secretary of Guizhou Provincial Party Committee and governor, said in his speech that Guizhou is the main battlefield for China to get rid of poverty. In recent years, Guizhou Province has actively laid four tough battles: infrastructure construction, ex situ poverty alleviation and relocation, industrial poverty alleviation, and "three guarantees" for education, medical care and housing, and has rallied all social forces to win the tough battle against poverty.
2013— In 2018, Guizhou Province reduced the poverty population by 7.68 million, and the incidence of poverty dropped from 26.8% to 4.3%. The number and extent of poverty reduction were among the highest in all provinces, autonomous regions and municipalities in China, which is a microcosm and a model of poverty reduction in China.
According to Chen Yiqin, Guizhou Province is the first comprehensive experimental zone for big data in China. Guizhou Province actively promotes the deep integration of big data and poverty alleviation, rural revitalization, solves the main contradiction of poverty and backwardness by means of big data, accelerates the process of poverty alleviation and improves the quality of poverty alleviation.
First, focus on the success or failure of precision poverty alleviation, and insert the wings of big data to help the poor accurately. In-depth efforts have been made to build a big data support platform for precision poverty alleviation in Guizhou, and data from 17 provincial departments including poverty alleviation and public security, civil affairs, health construction, and people’s social welfare, as well as relevant state ministries and commissions, have been opened to realize real-time data sharing.
Second, focus on improving conditions, which is the foundation of poverty reduction, and insert the wings of big data for the poor to connect with the outside world. While vigorously improving the infrastructure conditions such as roads, water and electricity in poverty-stricken areas, we will fully promote the construction of digital villages, implement broadband rural projects, and achieve 100% full coverage of 4G networks and optical fibers in administrative villages.
Third, focus on the fundamental policy of industrial development and insert big data wings for the rural industrial revolution. The most fundamental thing for poor people to achieve stable poverty alleviation is industry. Guizhou Province has established an agricultural big data platform for the whole process supervision from the front end of planting to the end of sales. Through information technology, we will promote agricultural quality and efficiency, increase the income of poor people and develop rural e-commerce according to local conditions. In 2018, the province’s online retail sales reached 18.04 billion yuan, a year-on-year increase of 37.06%.
Fourth, focus on the long-term move of education and medical care, and insert the wings of big data to block the intergenerational transmission of poverty. Through the integration of big data and education, children in more than 10,000 primary and secondary schools in remote mountainous areas can receive long-distance lectures from urban teachers and enjoy high-quality educational resources. Through the integration of big data and medical care, the full coverage of telemedicine township hospitals will be realized, and poor people can enjoy quality medical services at their doorsteps. In 2018 alone, 236,000 people enjoyed the convenience and benefits brought by telemedicine.
In his speech, Derrich Melyani, director of the Moroccan Digital Development Agency, said that the big data revolution is both a qualitative change and a quantitative change. It is a kind of capital and can solve many global problems.
Morocco is aware of the challenge of big data and its feasibility, and has implemented a national unified registration system, which can better target poor households. Through this unified social registration system, the government can implement a more just and effective social subsidy policy and make the limited resources better allocated.
Dai Wende, Deputy Representative of the UNDP Representative Office in China, said that poverty reduction in China is unprecedented in history, and China has contributed 70% of the global poverty reduction. 2013— In 2018, more than 82 million people were lifted out of poverty, and in 2012— By the end of 2018, the poverty rate in China was reduced from 10.2% to 1.7%, which was hard-won. Targeted poverty reduction strategies focus on precision, and precision poverty reduction depends on innovation and big data.

The development of network poverty alleviation in China has really made outstanding contributions to the progress of poverty alleviation in China.
As a national, joint and pivotal non-profit social organization in charge of the National Network Information Office, China Federation of Network Social Organizations has actively participated in the network poverty alleviation work, and contributed to the development of network poverty alleviation by coordinating the docking of resources between enterprises and poor areas, organizing online poverty alleviation forums and publicizing poverty alleviation cases, organizing donations and materials, and promoting the implementation of poverty alleviation projects.
